One of the International Permit Agency's highest-ranked officials: the bureaucrat whose V6 compromise sanctioned the whole voyage, aboard as Beyond's designated Dark Continent guide and loaned to the Justice Bureau Investigation Department. Kaiser has quietly made him the Bureau's last failsafe — the panic-device holder whose guaranteed-survivor status is exactly what would mark him for death if events ever outran the official record.
Addendum ch.341His initiation was the IPA basement: wrung-out corpses brought home from past expeditions and a Hunter kept alive fifty years by the Zobae immortality disease. Assigned to memorize Journey to the New World, he reached his own conclusion — the Dark Continent is no place humanity should ever go back to.
Addendum ch.342The V6 is his architecture: he briefed the V5 heads to admit Kakin, unofficially back the voyage, and stage an uninhabited island as the public's 'New Continent' — letting Nasubi's expedition suffer the real one. His director called it the work of a future director; Steiner confessed the dishonesty conflicted him.
