He fainted during the supporters' visitation — at a different time and place than the mass collapse — was parked in Room E-6 under 'medical observation', and turned out to be a pre-placed message: if anyone raised Nen unprompted, tell them everything, starting with the fact that the Ninth Prince is going to die soon.

Addendum ch.403Steiner flags his off-schedule fainting to Kaiser as the anomaly worth interviewing. In Room E-6, Worio holds up the pinion mark on his left hand and relays his instructions from Halkenburg — who anticipated Kaiser would connect the dots and come asking — then leans forward and delivers the message: Halkenburg is going to die soon.
