Kakin throws a festival as 200,000 passengers board the Black Whale. The ship's order is laid out — five class tiers, martial law, military-run phones, a one-way bulkhead sealing Tiers 1–2 off as the contest's only 'hunting grounds' — while Balsamilco briefs Benjamin's soldiers to act as guards until the order for 'Operation Assault' comes. Kurapika promises Oito a way to avoid the battle, marks the bulkhead as an escape route, and senses aura rising from Woble's cradle where nothing should be.
